For the first time, the Culture budget passes the 4 billion euro mark for 2022

The budget of the Ministry of Culture will exceed 4 billion euros, Roselyne Bachelot announced on Wednesday during a press conference. In 2022, an envelope of 4.083 billion euros (excluding public audiovisual) will cover the culture component and the media, book and cultural industries sectors, compared to 3.805 billion euros in 2021. This budget will thus increase by 273 million euros, i.e. +7.5% compared to the initial finance law for 2021.

“This historic progression”, according to the services of Ms. Bachelot, “will bring to +15% the sustainable increase in the means which have been allocated to culture since 2017, excluding public broadcasting and civil pension charges”. That is an “increase” of 507 million compared to the start of the five-year term.

“The health crisis has violently hit the world of culture,” insists the ministry. In total, "to date, 13.6 billion euros have been mobilized in favor of culture since the start of the epidemic": "no country has supported culture to this extent for eighteen months" , underlines the Ministry of Culture. “We saved culture,” insisted Roselyne Bachelot, recognizing however that “the reopening remains fragile”.

Objective: getting out of the crisis

The 2022 draft budget must make it possible to “exit the crisis (resulting from the consequences of Covid-19)” and to “sustainably rearm cultural policies”, according to her. In detail, "all the taxes allocated to the National Cinema Center (CNC) should reach a total of 694 million euros, at a level slightly higher than before the crisis, after two years of collapse in resources linked to the health crisis”, dissects the ministry.

This 2022 draft budget also allows “the generalization of the Culture pass for 18-year-olds and its deployment in classes from 4th to 12th grade with 140 million euros of new measures and the renewal of 59 million endowment registered in 2021”.

On the other hand, "the financial assistance account linked to the contribution to public broadcasting will reach 3.701 billion, down 0.5%, respecting the planned budgetary trajectory", argues rue de Valois.
